DA for alterations and additions to Home Hotel
Council approved a Development Application for alterations and additions including retention of Home Hotel, ground floor commercial tenancies, off-street parking, shop top housing (levels 1-4) and strata subdivision at 142, 146-150 Fitzmaurice Street, Wagga Wagga.
RP-1 DA24/0188 - ALTERATIONS AND ADDITIONS INCLUDING RETENTION OF HOME HOTEL, GROUND FLOOR COMMERCIAL TENANCIES, OFF-STREET PARKING, SHOP TOP HOUSING (LEVELS 1-4) AND STRATA SUBDIVISION
DA for self-storage units on Hammond Avenue
Council approved a Development Application for demolition of an existing shed and earthworks, and construction of 1,030 self-storage units and signage at 226-236 Hammond Ave, subject to the conditions outlined in the Section 4.15 Assessment Report.

Financial performance of Council report
Council endorsed the proposed 2024/25 budget variations for the month ended 31 July 2024 and noted the balanced budget position. Council also accepted the grant funding offers as presented in the report:
- Transport for NSW – $2.070 million – Natural Disaster Funding to repair roads damaged in the flooding events from 14 September 2022 onwards.
- Federal Government’s Roads to Recovery - $1.661 million for pavement rehabilitation.
- Transport for NSW – $500,000 – Permit Plug Play Pilot Program funding to streamline approval processes for temporary road-closure enabled events.
- LMC Reserve – $150,000 – to rectify several safety issues identified at the LMC.
- Transport for NSW – $76,000 – for Murray Street & Brookong Avenue intersection works as part of the hospital redevelopment.
- NSW Government – $20,000 – Country Passenger Transport Infrastructure Grants Scheme funding for installation of a new bus shelter in Chaston Street.
RP-3 FINANCIAL PERFORMANCE REPORT AS AT 31 JULY 2024
Henwood Park Netball Court Project
Council approved providing a contribution of $30,000 to East Wagga Kooringal Football Netball Club (EWKFNC) for the construction of a netball court at Henwood Park in Kooringal. Council noted that EWKFNC will be responsible for all other costs towards the project to develop a netball court at the northern end of the bottom oval at Henwood Park.
The project aims to enhance the facilities at Henwood Park, support local sports development, and increase participation in netball and football within the community.
RP-4 HENWOOD PARK NETBALL COURT PROJECT
Proposed Planning Agreement – Tolland Renewal Project
Council endorsed placing the draft Planning Agreement with Homes NSW in relation to the Tolland Renewal Project, along with an Explanatory Note, on public exhibition for a period of 28 days.
Council also noted the five public submissions received during the initial public exhibition period for the proposed planning agreement, held from 31 May to 28 June 2024, all of which were supportive of the proposed planning agreement.
Following the public exhibition period, Council will receive a further report addressing any submissions made in respect of the proposed planning agreement; and recommending whether or not to enter into the proposed agreement.
RP-6 PROPOSED PLANNING AGREEMENT TOLLAND RENEWAL PROJECT
Local Infrastructure Contributions Plan amendments
Council adopted the Addendum to the Wagga Wagga Local Infrastructure Contributions Plan 2019 - 2034 change to Active Travel and Shared Paths Projects.
It also noted there were no submissions received relating to the draft addendum during the public exhibition period, 17 May 2024 to 28 June 2024.
RP-7 AMENDMENT TO THE LOCAL INFRASTRUCTURE CONTRIBUTIONS PLAN
Extension of Demonstration Gardens licensed area
Council endorsed a request from the Demonstration Gardens Wagga Wagga Incorporated to extend their licensed area at 49 Shaw Street, to increase their operational footprint.
Under the extended licence agreement, Council will provide an additional 1,134sqm of Council owned community land at the site (being part of Lot 2 in Deposited Plan 229422).
RP-8 PROPOSED EXTENSION OF LICENCE AREA TO DEMONSTRATION GARDENS WAGGA INC
Plaques Policy to go on public exhibition
Council approved placing the draft Plaques Policy (POL 028) on public exhibition for a period of 28 days and invite public submissions for a further 14 days.
It is proposed the policy is amended to allow for the addition of a clause that states: “Council reserves the right to remove any plaque at its discretion”.
Following the public exhibition period Council will receive a further report addressing any submissions received.
RP-9 REVIEW OF PLAQUES POLICY – POL 028
Applications for major events awarded funding
Council approved authorising the General Manager or their delegate to enter into an agreement to sponsor the following events under Round Two of the 2024/25 Major Events, Festivals and Film Sponsorship Program budget:
- Lords of the Soils film by Kensington House Entertainment Pty Ltd to the amount of $7,060 through the incubator event stream;
- Country Women’s Association of NSW 2025 State Conference by CWA Riverina Branch to the amount of $9,940 through the incubator event stream;
- Easter Egg Hunt by Bidgee Strawberries and Cream to the amount of $15,000 through the developing event stream; and,
- Wagga Wagga Mardi Gras to the amount of $20,000 through the developing event stream.
RP-10 MAJOR EVENTS, FESTIVALS, AND FILMS SPONSORSHIP ROUND 2 2024/25
Draft Marrambidya Wetland Plan of Management adopted
Council adopted the draft Marrambidya Wetland Plan of Management 2024-2034, which has received final approval and Minister’s consent from NSW Department of Planning, Housing and Infrastructure.
Council noted a total of eight submissions were received during the public exhibition of the draft Plan of Management from from 31 May 2024 to 12 July 2024.
The Plan of Management is a 10-year document that provides clear direction as to the future use and management for the site.
RP-11 MARRAMBIDYA WETLAND PLAN OF MANAGEMENT 2024/2034
State of the City Report
Council received and noted the State of the City Report which provides a summary of the progress made in delivering the objectives set out in the Community Strategic Plan 2040 – the blueprint of what the community wanted council to accomplish during this term – focusing on the period 1 July 2021 to 30 June 2024.
RP12 INTEGRATED PLANNING AND REPORTING (IP&R) – STATE OF THE CITY REPORT
Land acquisition & lease to facilitate Marshalls Creek Bridge upgrade
Council approved authorising the General Manager or their delegate to accept an offer from Transport for NSW to acquire a parcel of land known as 82 Hammond Avenue, and to negotiate entry into a licence agreement for land at 78A-82 Hammond Avenue for road purposes.
Transport for NSW is seeking to acquire a portion of Lot 1 DP 223258 to facilitate the Marshalls Creek Bridge replacement and widening of the Sturt Highway at that location, and to lease part of Lot 26 DP 1097028 and Lot 2 DP 223258 for the duration of the project, to stockpile materials and equipment onsite.
CONF-1 ACQUISITION & LEASE OF COUNCIL LAND TO FACILITATE MARSHALLS CREEK BRIDGE UPGRADE
Public art project in Tolland
Council endorsed commissioning artist Alex Sugar for the Neighbourhood Engagement 2024/25 commission in Tolland, which will involve a mural installed on the rear wall of the Tolland Shopping Centre, facing on to Nordlingen Drive.
Working alongside Mount Austin High School students, the artist will collaborate on a background design that ties together the whole mural and incorporates the creative spirit of the participants.
