Sister City activities
Council has endorsed appointing the Mayor and the General Manager to lead a delegation to attend the 2025 Historic Wall Festival in Nördlingen, Germany, from 12 September to 14 September 2025.
While attending the festival, the Mayor and General Manager will continue discussions with an international manufacturing company based in Nördlingen to further explore opportunities for the company to establish itself in Wagga.
Council has also approvedcalling for expressions of interest from community members seeking to participate in the Sister City Working Group.

Recission motion – Electricity generating works (solar farms) on agricultural land
Councillors approved a motion to rescind a resolution from the 20 January 2025 Ordinary Meeting and have now resolved to receive a report that outlines the legal avenues available (if any) for Council to protect high-quality agricultural land by explicitly excluding solar energy generation works or any other non-agricultural development from being developed on such land.
NOR-1 NOTICE OF RESCISSION – PROTECTING AGRICULTURAL LAND & LOCAL COMMUNITIES WHILST PLANNING FOR SUSTAINABLE SOLAR DEVELOPMENT
Pub, bottle shop and function centre development at Estella
Council has approved DA23/0674 for a new pub, with a bottle shop and function room and associated carparking at 77 Avocet Drive, Estella, (Lot 1485 DP 1294262).
An amendment was made to the motion to allow flexibility in the establishment’s operating hours. The condition being that the initial operating hours be 10am – 3am with a reviewable period of 24 months, after which, if required the operating hours may be reduced to 10am – 1am.
The application was advertised for a period of 14 days from the 28 August – 11 September 2024. Five public submissions were received during the notification period.

Tolland Renewal Project proposed Planning Agreement
Council endorsed authorising the General Manager or their delegate to execute the Planning Agreement with Homes NSW including the explanatory note and any other relevant documents on behalf of Council relating to the Tolland Estate Renewal Project.
Council noted there were no further submissions received relating to the draft deed and explanatory note during the second public exhibition period.
RP-2 PROPOSED PLANNING AGREEMENT TOLLAND RENEWAL PROJECT
Draft Community Strategic Plan to go on public exhibition
Council approved placing the Draft Community Strategic Plan, also known as Wagga Wagga 2050, on public exhibition from Tuesday 11 February to Wednesday 12 March 2025, and invite public submissions during that period.
The draft Community Strategic Plan (CSP) has been developed through strong collaboration and engagement with the community.
While the draft CSP is on public exhibition, the community will be able to make submissions online through Council’s haveyoursay page, via letters, or emails, and will also be able interact with Council at a series of engagement sessions across the city and surrounding villages.
Following the public exhibition period, Council will receive a further report addressing any submission made in respect of the draft plan.
RP-3 DRAFT COMMUNITY STRATEGIC PLAN - WAGGA WAGGA 2050 - PUBLIC EXHIBITION
Request for financial assistance
Council agreed to waive the hire fee for the use of the Council Meeting room by the Rotary Club of Wagga Wagga for the Rotary Shine Awards on Thursday 27 March 2025.
RP-4 REQUEST FOR FINANCIAL ASSISTANCE - SECTION 356
Forest Hill Community Hall report
Council approved proceeding with the development of a concept plan for the proposed Forest Hill Community Hall and Amenities building and approved a budget variation to allow a concept design to be developed.
Council received a report from staff on the progress of constructing a Community Hall to replace the community space lost when the Forest Hill Tennis Courts club house was demolished.
The report provided feedback on the project's next steps, following initial investigations and consultations with the Forest Hill Neighbourhood Network, Housing NSW, the Murra Mia Aboriginal Corporation and the Salvation Army.
Given the condition of the existing amenities, it is proposed to begin a project that would see the demolition of the current amenities block and the construction of a new facility that combines upgraded sportsground amenities with the proposed Community Hall that services both the sporting precinct and broader community needs.
At present, there is no funding allocated to the Forest Hill community amenities planning design or construction.
RP-5 RESPONSE TO NOTICE OF MOTION - FOREST HILL COMMUNITY HALL
Deferral of infrastructure contributions for Currawang Drive subdivision
Council approved the deferral of the payment of Section 7.11 infrastructure contributions for a 16 lot subdivision at 39 Currawang Drive, Springvale (DA22/0094.01) to a date not later than 30 June 2025 secured by an unconditional guarantee.

Council endorsed the General Manager or their delegate to enter into an agreement with Tennis Australia to host the 2025 Tennis Women’s Pro Tour Tournament at the Jim Elphick Tennis Centre in 2025.
