Wagga Wagga to Ladysmith rail trail

Council has reaffirmed its support for the Wagga Wagga to Ladysmith Rail Trail and will look at establishing a steering committee to progress the concept and seek grants to fund the detailed planning and construction of the trail.

A further report will be provided regarding the potential establishment of a Steering Committee, including a draft terms of reference.

In addition, Council will carry out a preliminary inhouse review of the extension of the existing Tumbarumba to Rosewood Rail Trail to Humula.

RP-1 WAGGA TO LADYSMITH RAIL TRAIL

Cooramin Street planning proposal

Council endorsed planning proposal LEP24/0001 to amend the Wagga Wagga Local Environmental Plan 2010, to include “function centre” as an additional permitted land use for 92 Cooramin Street, Cartwrights Hill.

Council resolved to write to the Department of Planning, Housing and Infrastructure (DPHI) requesting a gateway determination.

RP-2 LEP24/0001 - PLANNING PROPOSAL - 92 COORAMIN ST, CARTWRIGHTS HILL

Dedication of community land as public road for Plumpton Road project

Council endorsed proceeding with the dedication of a strip of community land at 55 Plumpton Road, Lake Albert for road purposes to facilitate the duplication of Plumpton Road project.

The proposed dedication of Lot 1 in DP 45491 is for road widening purposes pursuant to section 47F of the Local Government Act and section 10 of the Road Act 1993.

RP-3 DEDICATION OF COMMUNITY LAND AS PUBLIC ROAD - 55 PLUMPTON ROAD, LAKE ALBERT

Financial performance report as at 30 April 2025

Council approved the Financial Performance Report as at 30 April 2025, approving the budget variations and noting the balanced budget position.

The budget variations include:

  • $51,000 for the demolition of the former Scout Hall at Rawlings Park with all costs associated with the demolition works to be reimbursed in full by Scouts NSW.
  • $30,000 from the Internal Loans Reserve (Repaid by Airport Reserve) for remedial works at the Wagga Wagga Airport terminal.
  • $10,000 the delivery of a mentoring and workshop program, ‘Wiradyuri Youth: Dance on Country’ dance project ‘Garabari’ through one-off funding support from the GrainCorp Community Foundation.

RP-4 FINANCIAL PERFORMANCE REPORT AS AT 30 APRIL 2025

Gregadoo Road Corridor strategy

Council adopted amendments to TT7 “Gregadoo Road Corridor” in the 2019-2034 Wagga Wagga Local Infrastructure Contributions Plan (LICP) 2019 – 2034 and noted that two submissions were received during the public exhibition period of the amendment from 21 March to 2 May 2025.

The adjustments to the works identified for Gregadoo Road in the 2019-2034 Wagga Wagga Local Infrastructure Contributions Plan (WWLICP) will allow for a roundabout to be constructed at the Gregadoo Road/Plunkett Road intersection instead of the Gregadoo Road/Plumpton Road intersection.

RP-5 GREGADOO ROAD CORRIDOR STRATEGY AMENDMENT TO WAGGA WAGGA LOCAL INFRASTRUCTURE CONTRIBUTIONS PLAN

Insurance and risk advisory services

Council endorsed authorising the General Manager or their delegate to extend the Contract for RFT 2023-13 for Insurance and Provision of Risk Advisory Services with JLT Risk Solutions Pty Ltd (ABN 69 009 098 864) for three 12-month periods at the sole discretion of Council.

RP-6 EXTENSION OF RFT 2023-13 PLACEMENT OF INSURANCE AND PROVISION OF RISK ADVISORY SERVICES

Sister City Working Group members appointed

Council has appointed three community representatives to the Sister City Working Group for the remaining term of Council unless otherwise removed or dissolved by Council.

Expressions of interest were called to serve on the working group over a three-week period ending 19 April 2025, with five applications received to fill the vacant community representative positions.
