City’s flagship events review

The establishment of flagship events in the city will form part of a review to be presented to Council in January next year.

The current event strategy review will look at major festivals in Wagga Wagga, such as the Gears and Beers cycling event, and how they continue to develop when sponsorship opportunities fall outside the annual grants program.

Councillors supported an amendment to an original notice of motion put by Cr Tim Koschel, which called for a report to support a three-year sponsorship of Gears and Beers as a flagship event.

Cartwrights Hill subdivisions

Two separate applications for the subdivision of land parcels at Cartwrights Hill had different outcomes when put to a Council vote tonight.

  • A recommendation to refuse an 11-lot residential subdivision at 42 Old Bomen Road, with proposed lots of approx. 1ha, was carried.
  • A recommendation to refuse a 2-lot subdivision at 411 Hampden Avenue, with each lot approx. 1 ha, was lost.

Approval for development modification

An application to modify consent for a multi dwelling development in Broad Street has been approved. The modification related to laneway construction requirements placed on the development in January 2017.

RP-3 DA16/0585.02 – 16B BROAD STREET WAGGA WAGGA – LOT 1 DP 534496 – MODIFICATION OF DEVELOPMENT CONSENT FOR MULTI DWELLING HOUSING – REVIEW OF CONDITIONS 2(A) AND 30(A) RELATING TO LANEWAY CONSTRUCTION REQUIREMENTS

Residential subdivision approved

Approval for a 21-lot community title residential subdivision at 51 Spring Street has been given by Council.

Lot 1 is a proposed community property with an area of 1631sqm . The remaining 20 lots will vary in size from 280 to 385sqm and will be for residential purposes (future single dwelling developments).

RP-4 DA18/0460 – 51 SPRING STREET – LOT 30 DP 1027765 – PROPOSED 21 LOT COMMUNITY TITLE RESIDENTIAL SUBDIVISION

Dual occupancy plan approved

Council has approved a dual occupancy (two-storey) and community title subdivision at 96 Trail Street.

The lot is 537.5sqm and contains an existing single dwelling. The applicant submitted an amended plan addressing issues raised by objectors and notified surrounding properties for a second time.

Morgan Street report land report

A public hearing report into the reclassification of Council-owned land at 205 Morgan Street was received and noted by Council.

The report details the outcomes of a public hearing in Wagga on 18 November 2019. The report summarised the “for” and “against” arguments of changing the classification from Community Land to Operational Land.

RP-6 PUBLIC HEARING REPORT - RECLASSIFICATION OF COMMUNITY LAND TO OPERATIONAL LAND - 205 MORGAN STREET, WAGGA WAGGA

Staged planning proposal adopted

Council has resolved to agree to the adoption and gazettal of amendment to the Wagga Wagga Local Environmental Plan 2010 (LEP) in relation to a planning proposal in the Morgan, Forsyth and Murray streets area.

It was recommended Council stage the adoption of the planning proposal with amendments in two stages.

*          Stage 1 relates to the reclassification and re-zoning of land.

*          Stage 2 is to defer a decision on: the removal of the 2:1 floor space ratio on eight lots, and the proposed building height restriction, pending an assessment of concerns raised, and in consideration of an amendment to the Wagga Wagga Development Control Plan 2010.

Council will also prepare and publicly exhibit an amendment to the Wagga Wagga Development Control Plan 2010 which includes consideration to appropriate height of building, design controls and development of a concept master plan addressing various recommendations.

Future development applications in the planning proposal must also ensure certain parking, traffic and stormwater management is addressed.

Support for community groups

Council has provided the following financial support to community groups and organisations in the past month:

*          Royal Far West $619.50

*          Kurrajong Therapy plus $320

*          Riding for the Disabled Association (NSW) Wagga Centre $99

*          Tarcutta Memorial Hall Trust Committee $260

*          OzFish Wagga Branch $1,000

RP-8 FINANCIAL PERFORMANCE REPORT AS AT 30 NOVEMBER 2019

Bins and caddies fee clarified

Amendments to Council’s 2019/20 fees and charges document relating to kerbside waste replacement bins and kitchen caddies were adopted after a public exhibition period.

Fees will not be charged if a Police event number or Statutory Declaration is provided to Council in regard to missing/stolen bins or where the damage is not at the fault of the resident.

Also, a fee will not be charged if a Statutory Declaration is provided to Council stating that a kitchen caddy is not present at a property.

Clubhouse hiring fees schedule

Council has adopted the proposed fee schedule for the hiring of the former Wagga Wagga Women’s Bowling Club clubhouse.

RP-10 ADOPTION OF PROPOSED HIRING FEES - FORMER WAGGA WAGGA WOMENS BOWLING CLUB

Sites for Defence Shed

Council has put forward two proposed sites for a new Defence Shed facility in Wagga.

The sites to be considered include Dalman Parkway in Glenfield and Angel Street in Lake Albert.

Defence Shed is a community organisation established to meet the needs of ex-military personnel to engage in meaningful projects that assist recovery, well-being and re- engagement in society.

Code of Conduct annual report

A annual report, in accordance with the Administrative Procedures for the Code of Conduct, has been provided to Council.

To date, current staff resourcing costs dealing with code of conduct complaints for the 1 September 2018 to 31 August 2019 period have been estimated at $22,000.

The costs paid during the reporting period in engaging a Conduct Reviewer from Council’s Code of Conduct Panel is $20,830. Work undertaken during the reporting period, but not yet invoiced, will be reported in the next period.

RP-12 CODE OF CONDUCT STATISTICS

Improvements at engine club site

Councillors have endorsed Council staff working closely with the Wagga Historic Engine Club to ensure improvements at its Willans Hill museum site are carried out to meet development consent conditions.

Council’s contribution to ensuring the site is fire safe and prepared for bushfire will be $43,500, with the club contributing $3000. Drainage and earthworks will also be carried out.

It was recognised the work the club contributes to community activity and enjoyment.

RP-14 HISTORIC ENGINE CLUB DEVELOPMENT

Process to name parks and open spaces

There are 42 parks and open space areas within the city that have not been named. A report to Council outlined a process for the naming of these places.

It is proposed that Council staff engage with and invite the community to put forward potential names for consideration.

It is proposed the naming process be undertaken in a staged program. This will allow the community to be clear on the locations for which names are being requested.

RP-15 PROPOSED NAMES FOR PARKS AND OPENSPACE

Partnership with Royal Lifesaving

The Bush Nippers water safety and awareness program being developed in Wagga Wagga is step closer after Wagga City Council tonight endorsed a proposed partnership with Royal Lifesaving NSW.

The partnership would be central to the delivery of recommendations in Council’s Inland Water Safety Plan 2019, which includes the Bush Nippers program.

Key initiatives from the proposed partnership include:

Resourcing: Royal Lifesaving NSW will appoint a staff member to work out of its Wagga Wagga office to assist in the delivery of Inland Water Safety initiatives.

Rescue Beacons: RLSNSW will provide financial assistance for the implementation and trialling of 2 “Rescue Cabinets / Stations” at key locations.

Cultural Competence Program: RLSNSW will offer all Oasis Aquatic Centre staff the opportunity to complete training (free of charge) that will assist engagement with cultural communities and aim to increase opportunities for members of cultural communities to participate in water activities and gain a better understanding of water safety. Once 75% of staff complete the training the Oasis would become a Culturally Qualified Centre.

RP-16 IMPLEMENTATION OF INLAND WATER SAFETY MANAGEMENT PLAN

Draft plan for Pomingalarna

Council staff have prepared a draft Plan of Management for the Pomingalarna Park Reserve which was tonight endorsed to go to the NSW Department of Industry for consent and public exhibition.

Preparation of the Pomingalarna Park Reserve Plan of Management was identified as a priority due to the pending development of the Multi-Sports Cycling Facility on the land during 2020. A public hearing will also be held as part of this process.

The relevance of the area to Aboriginal culture forms a significant part of the plan.

RP-17 POMINGALARNA PARK RESERVE DRAFT PLAN OF MANAGEMENT

Health precinct masterplan approved

A long-term vision to develop and grow a Health and Knowledge Precinct in the city took a decisive step forward tonight after extensive community consultation and public exhibition period earlier this year.

A revised Master Plan and Structure Plan for the Precinct, incorporating various changes suggested at these community sessions, was presented to Council which endorsed the vision for the city.

The Master Plan outlines the 25-30 year vision for the area around Wagga Wagga’s two major hospitals to develop a central activity hub to enhance current and new health services in Wagga Wagga and the Riverina, and to support local employment in this key industry.

RP-18 HEALTH AND KNOWLEDGE PRECINCT

Refund Sharing Agreement with Kurrajong

Council has agreed to pursue a short-term Refund Sharing Agreement with Kurrajong for a two-year period starting 1 January 2020.

The refund sharing arrangement will be 60% (Wagga City Council) and 40% (Kurrajong). The NSW Container Deposit Scheme (the Scheme) started on 1 December 2017, with a 10 cent refund claimable on eligible containers.

Under the Scheme, operators of Material Recovery Facilities (MRFs) could claim a portion of the refund on containers collected from kerbside recycling using the MRF Protocol.

LMC canteen lease renewal

Council will enter into a three-year lease agreement for the Livestock Marketing Centre Canteen. A new agreement will expire on 31 December 2022.

Morgan Street land set for sale

Council has agreed to proceed towards the sale of a parcel of land located at 205 Morgan Street. The land measures approximately 4,325sqm combined. Council will receive a further report to consider and confirm sale arrangements.

Licence agreement with pony club

Council will enter into a community licence agreement with the Bidgee District Pony Club for a property at 69 East Street in North Wagga. The agreement will be five years with an annual licence fee of $655 inc gst.

Land earmarked for ATP access

Council has agreed to proceed with the compulsory acquisition of easements to secure public access to land developed for the Active Travel Plan. The land parcels include Lots A and C DP311306.

Gardens café tenant step closer

A new tenant at the Botanic Gardens restaurant and café is a step closer after Council agreed to negotiate a lease with Castle Lane Catering.

Castle Lane Catering proposes to re-establish the same operation as the previous tenant including opening the café each day between 8am and 4pm.

Agreement with airport car business

Council has agreed to enter into sub-licence and sub-lease agreements with ValetPark & Fly Pty Ltd which operates at Wagga Airport. The agreements are set out around a car hire desk in the terminal and parking compound at the airport.

Estella school joint use agreement

Council has agreed to provide in-principle support and to negotiate a joint use agreement for the development of community facilities as part of the Estella School development, including a community meeting space, school hall and open space circulation areas.

Council has been negotiating with NSW Department of Education and Charles Sturt University (CSU) in regard to the development of a new primary school for the Northern Growth Area.

The strategic intent is for the school to become a heart within the community and to leverage from the capital investment to provide services for people within the neighbourhood and for school students to have access to new sporting facilities located at Peter Hastie Oval.

CONF-7 ESTELLA SCHOOL JOINT USE AGREEMENT

Emergency services precinct update

Council received a report providing an update and overview of the current status and planning for Council’s previously nominated site identified for an emergency services precinct at Farrer Road, Boorooma.

Council will receive a further report which investigates options, in consultation with emergency services providers, for an alternate site in the Bomen Special Activation Precinct area.

CONF-8 EMERGENCY SERVICES PRECINCT UPDATE -LOT 2 DP 702230 -FARRER ROAD, BOOROOMA

Funding deed for local infrastructure

Infrastructure NSW has provided Council with a draft deed to fund $29,188,831 worth of works at Bomen as part of the Growing Local Economies (GLE) program.

This includes construction of the Riverina Intermodal Freight and Logistics Hub, and the provision of digital connectivity to existing businesses and enabling works to service future development in greenfield locations.

Council is required to enter into the funding deed by 10 January 2020 and has agreed to authorise the execution of necessary agreements.

‘Design and construct’ process for Pomingalarna

Council will begin negotiations towards the design and construction of the Wagga Wagga Multi-Sport Cycling Complex at Pomingalarna.

A report to Council noted the reasons for entering into negotiations is that all bids received were over Council’s available budget for this project.

The project aims to combine various cycling facilities throughout Wagga into a regionally significant, multi-use complex.

Council has accepted the offer of The Trustee for The Rocky Point Quarries Unit Trust (trading as Rocky Point Quarries) for the winning and crushing of gravel services.

Council has accepted the offer of FB Contracting Pty Ltd for the relocation of Rising Main SPS15 to Kooringal Sewage Works.

Parking assessment at Bolton Park precinct

Council has agreed to undertake a feasibility assessment of the development of multi-deck car parks on Fitzhardinge and Morgan Street sites as identified in the Bolton Park Masterplan.

A report to Council provided information on the current management structures, tenancies and future development within the Bolton Park precinct.

It endorsed the negotiation of an agreement for a funding contribution towards the development of multi deck car parking.
