Fay Avenue DA approved

Council approved a Development Application (DA24/0548) for alterations and additions to the existing McDonald’s at 92-94 Fay Avenue and 269 Lake Albert Road, Kooringal NSW 2650 (Lot 1 DP 1046386 and Lot 12 DP 1195177) subject to the conditions outlined in the Section 4.15 Assessment Report.

Community Strategic Plan endorsed, sets direction for Council

Council received and noted the feedback provided by residents on the draft Community Strategic Plan – Wagga Wagga 2050 during its public exhibition. Council then adopted the updated plan.

Council also agreed to develop Village Plans in 2026 based on community feedback.

The Community Strategic Plan – Wagga Wagga 2050 is the highest-level plan that Council will prepare and informs all other planning documents at Council.

Over 2,500 submissions were received during the 12-month long community engagement conducted as part of the process to inform the development of the plan.

During the public exhibition period, Council visited locations across the local government area and promoted engagement opportunities to ensure a successful public exhibition of the draft plan. Feedback received during this period was reviewed and, where possible, has been incorporated into the final document.

RP-2 Community Strategic Plan - Wagga Wagga 2050

Honour Roll and Eternal Flame Memorial funding accepted

Council authorised the General Manager or their delegate to negotiate to enter into a funding agreement with the Office of Veterans’ Affairs for $147,425 of grant funding for the remediation of the Wagga Wagga Honour Roll and Eternal Flame Memorial.

Wagga Wagga City Council was successful in securing grant funding through the Federal Government Office of Veterans Affairs with the Saluting Their Service Commemorative Grants Program 2024-25, in order to complete remediation of the Wagga Wagga Honour Roll and Eternal Flame Memorial at the Victory Memorial Gardens.

The remediation project will commence as soon as possible to allow completion by Remembrance Day, being 11 November 2025.

RP-3 ACCEPTANCE OF FUNDING - SALUTING THEIR SERVICE COMMERATIVE GRANTS PROGRAM

Regional drought resistance plan adopted

Council adopted the Regional Drought Resilience Plan in its final form, subject to addressing the naming conventions within the report.

Council also noted the completion of the public exhibition and consultation period for the draft plan.

Once adopted by both Wagga Wagga City Council (WWCC) and Lockhart Shire Council, the plan will be submitted to the Minister for Regional NSW, and the Federal Minister for Agriculture, Fisheries and Forestry for endorsement and public release.

The Regional Drought Resilience Planning Program is being delivered as part of the Future Ready Regions Strategy. The program is designed to enable consortia of local governments and their communities to better prepare for, respond to and recover from drought.

Airport Fees and Charges updated and endorsed

Council deferred the consideration of the Airport Fees and Charges for the 2025/26 financial year until Council’s 12 May 2025 Ordinary Meeting.

RP-5 2025/26 Airport Fees and Charges

Fee waiver granted to the Palliative Care Enhancement Council

Council, in accordance with Section 356 of the Local Government Act 1993, can provide financial assistance to applicants in the form of fee waivers. Council received a request from The Palliative Care Enhancement Council to waive the fees to use the Civic Theatre to present a free community information evening on palliative care. The fee waiver for $895 was endorsed by Council.

RP-6 REQUEST FOR FINANCIAL ASSISTANCE - SECTION 356

Council’s financial report – grant funding accepted, balanced budget presented

Council approved the proposed 2024/25 budget variations for the month ending 31 March 2025, and note the balanced budget position as presented in the report.

In addition, Council accepted the grant funding offers as presented in the report:

  1. A one-off grant funding for the FUSION BOTANICAL 2025 festival has been awarded to Council through the Multicultural NSW 2024/25 Stronger Together Local Council Major Festival Grant program. This one-off $125,500 grant will enable our city’s flagship multicultural festival to deliver new elements to the festival offering this year for residents and visitors to the city.
  2. Council has secured Transport for NSW grant funding under the Country Passenger Transport Infrastructure Grants Scheme (CPTIGS) for the installation of two bus shelters within the LGA. The shelters will be installed at 2 Rainbow Drive (Estella Shopping Centre) and Estella Road (Estella Public School). The estimated completion of this project is 30 June 2025.

RP-7 FINANCIAL PERFORMANCE REPORT AS AT 31 MARCH 2025

Purchase of land for Gregadoo Waste Management Centre

Council endorsed proceeding with the purchase of land for the Gregadoo Waste Management Centre to replace land acquired by Transgrid.

Transgrid require a section of land that is currently owned by Council as part of the Gregadoo Waste Management Centre but is not currently being used.

The purchase of the land is to recover the loss of land due to the acquisition, and to secure Wagga Wagga’s waste management future.

Memorandum of Understanding to assist housing growth

Council agreed to enter into a Memorandum of Understanding (MOU) with the state government to support the delivery of new housing in the north of the city.

CONF-2 MEMORANDUM OF UNDERSTANDING - HOMES NSW

Road works package accepted

Council endorsed accepting the offer of CRS (NSW) Pty Ltd (ABN: 76 133 263 779) for the Deep Lift Asphalt Road Works - Package 2 for various locations in Wagga Wagga for the lump sum amount of $1,479,417.70 excluding GST.

This package of works will include the following locations:

  1. Trail Street
  2. Tompson Street
  3. Red Hill Road / Missouri Ave Intersection
  4. Lord Baden Powell Drive
  5. Lake Albert Road / Railway Street Intersection
  6. Edison Road / Bakers Lane Intersection
  7. Edison Road / Dangar Place Intersection

CONF-4 CT2025072 ASPHALT WORKS PACKAGE 2

Facilities upgrade at Gregadoo Waste Management Centre

Council accepted the tender of Ladex Construction Group Pty Ltd (ABN: 18 082 076 784) for the Gregadoo Waste Management Centre Plant Shed Design & Construct for the lump sum price of $2,042,525.81 excluding GST.

The contract requires delivery of a new Plant Shed at Gregadoo Waste Management Centre that will include covered parking area, enclosed workshop, washdown bay, refuelling facilities, toilet facilities, shower, lunchroom, and staff offices.

CONF-5 RFT CT2025058 GWMC PLANT SHED DESIGN AND CONSTRUCT

Lake Albert foreshore works tender awarded

Council accepted the tender of Rare Environmental Pty Ltd (ABN: 41 617 855 017) for the Lake Albert Water Sports and Events Precinct Foreshore Remediation Design & Construction for the lump sum price of $1,126,032.43 excluding GST.

Wagga Wagga City Council intend to stabilise the Lake Albert Foreshore to prevent erosion and improve water quality within the lake. This contract aims to continue work that has been started in previous years.

The Scope of Works under this contract aims to complete a total of 2,784 metres of embankment stabilisation and stormwater outlet rehabilitation, with a mix of rock and sand stabilisation bags and replacement of stormwater pipe and headwalls.

CONF-6 RFT CT2025070 LAKE ALBERT WATER SPORTS AND EVENTS PRECINCT FORESHORE REMEDIATION D&C
