Feedback sought on Biodiversity Strategy
A draft document planning the city’s biodiversity strategy for the next 10 years has been developed and Council wants public feedback.
Council has endorsed placing the draft Biodiversity Strategy:Maldhangilanna on public exhibition for 28 days from 16 June 2020.
Maldhangilanna outlines the legislative framework associated with biodiversity conservation, internal and external policy context, key threatening processes, and threatened species within the Wagga Wagga Local Government Area.
The draft Biodiversity Strategy has been developed through extensive community consultation and supports the vision and objectives expressed in the Community Strategic Plan.

Council to appoint MDA representative
Council will receive a report to appoint a Councillor as Wagga Wagga City Council’s representative to the Murray Darling Association (MDA).
The new representative will assume the role from Cr Paul Funnell who indicated at the 11 May 2020 Council meeting that he would be happy for another Councillor to represent the city on that Association.
The MDA is a local government representative group aimed at lobbying for a sustainable Murray Darling Basin.
The change for representation was brought to Council in a Notice of Motion from Cr Greg Conkey.

Council to receive report on DAs status
Council will receive a report exploring options for providing current and easily accessible information to Council on the status of Development Applications (DAs) not determined within a three-month period.
Councillors supported an amended Notice of Motion from Cr Paul Funnell which puts a focus on DAs remaining under assessment for more than 90 days.
Cr Funnell said the motion is to promote and facilitate increased transparency and understanding of the DA approval process within Council, with a focus on minimising approval times.

Staged plan for LMC public access
Council has received additional information towards developing a staged plan to progressively provide public access to the Livestock Marketing Centre as agreed by the Wagga Selling Agents Association and industry representatives.
A Notice of Motion from Cr Funnell called for changes following restrictions on access and changes to operations during COVID-19.

Pearson Street land to be re-zoned
Council has agreed to a planning proposal re-zone land at 64 Pearson Street, on the corner of Edward Street
The land will be re-zoned from RE1 Public Recreation Zone to B5 Business Development and SP2 Infrastructure Zone.

Stormwater plans on public exhibition
Council has endorsed placing the draft Development Servicing Plan Stormwater 2020 and the draft Implementation Guide for the Development Servicing Plan Stormwater 2020 on public exhibition.
Both documents will be on public exhibition for 30 days until 30 May 2020 with submissions received until 12 August 2020.
They have been developed to replace the existing Wagga Wagga Development Servicing Plan Stormwater November 2007 (WWDSP – Stormwater 2007).

Outstanding debts written off
Council received a report listing the outstanding debtor balances whereby Council has undertaken all available debt recovery methods and are now deeming them unrecoverable. Council endorsed a recommendation for these accounts to be written off, totalling $11,035.07.

Investment policy unchanged
A review of Council’s Investment Policy (POL 075) has been undertaken and no amendments are proposed to the current policy.
The policy is required to be reviewed annually with any amendments approved by Council.
Council has endorsed the recommendation.

Land acquisition in Farrer Road project
Council will proceed towards acquiring land from Essential Energy to facilitate the widening of Farrer Road. The project requires the acquisition of a 10-metre strip of land along the northern boundary of the existing road reserve.

Council to buy new loader and excavator
Council has accepted the offer of Komatsu Australia Pty Ltd for the purchase of a Komatsu WA380-8 Wheel Loader for $338,650 excluding GST
Council has also accepted the offer of CJD Equipment for the purchase of a Volvo EC300DL Excavator for $423,800.00 excluding GST

Council has accepted the offer of Nelmac Pty Ltd for the design and construction of two bridges, at Mona Vale Road and Palmers Road, for $460,600 excluding GST.
