Council agreed to enter into a licence agreement with Eastern Riverina Arts Incorporated (or nominee) for an initial period of 12 months with an option to renew for a further period of 3 years for the amounts referred to in the Expression of Interest submission.

Uranquinty development application denied
Council resolved to refuse Development Application DA21/0839 for self-storage units at 43 Guttler Street, Uranquinty, as the proposed development was considered to be inconsistent with the objectives of the RU5 Village zoning and in conflict with the residential amenity of the area.

Blake Street planning agreement to go on public exhibition
Council received an offer in relation to the development of 12 Blake Street, Wagga Wagga (DA19/0125) to provide infrastructure to improve the public realm in Blake Street in lieu of paying Section 7.12 contributions due for the development.
The proposed Planning Agreement will be placed on public exhibition for a period of 28 days from 9 August 2022 to 5 September 2022, and will be open for submissions until 19 September 2022.

Changes to mobile food vendor program
Draft changes to the Mobile Food Vendors Trading in Public Places policy will go on public exhibition for a period of 28 days.
The draft proposes to increase the cap from 15 to 20 mobile food vendor permits issued annually, and move from an annual permit to a 24-month permit.
Council also supported advertising an expression of interest for an exclusive licence for the operation of a food van at the Tarcutta Truck Stop.

Community benefits from Annual Grants funding
Council has supported 59 community and small business projects through its 2022/23 Annual Grants Program.
Council last night endorsed allocating $224,793 in funding across 10 grant categories including various cultural, environmental, sporting and youth-led initiatives.
The Annual Grants Program this year attracted 97 applications in the following categories:
- Arts, Culture and Creative Industries - $30,077
- Community Program and Projects - $30,000
- Events - $29,319
- Local Heritage - $15,500
- Natural Environment - $9192
- Neighbourhood and Rural Villages - $24,480
- Recreational Facilities - $30,000
- Rural Halls - $23,572
- Small Business - $28,353
- Youth Led Initiatives - $4300

Subsidy for charitable organisation
Council endorsed the annual 2022/23 waste disposal subsidy for the total amount of $250 for Best Friends Pet Rescue.

Closed Circuit Television
Council’s original Closed Circuit Television (CCTV) network has progressively expanded since its initial implementation, in both indoor and outdoor environments.
NSW Police have requested expanded access to CCTV footage from publicly accessible locations.
Council endorsed the revised Closed Circuit Television (CCTV) Memorandum of Understanding (MoU) between Wagga Wagga City Council and the Riverina Police District.
The revised Closed Circuit Television (CCTV) Policy (POL 058) will now be placed on public exhibition from 9 August to 5 September 2022, and remain open to public submissions until 5 September 2022.

Local Government NSW Annual Conference
Council endorsed Mayor Dallas Tout, Deputy Mayor Jenny McKinnon, Councillor Rod Kendall and Councillor Richard Foley to attend the Local Government NSW Annual Conference to be held in the Hunter Valley in October 2022, with Councillor Amelia Parkins as an alternate delegate.
The LGNSW Annual Conference will provide the opportunity for councillors to debate and discuss key issues, work towards a better future in a post-COVID NSW, and participate in voting on motions, setting the LGNSW advocacy agenda for the coming year.

Code of Meeting Practice
Council adopted the draft Code of Meeting Practice as amended and publicly exhibited.
The Code of Meeting Practice provides a regulatory and decision-making framework for Council Meetings to promote the accessibility, accountability and transparency of Council decisions. It also provides fundamental direction on how Council conducts its meetings.
