Riverina Water representative elected
Councillor Dallas Tout has been elected to the Board of the Riverina Water County Council. Cr Tout will serve on the Board until September 2024.
Riverina Water County Council provides water to four Local Government Areas (with four constituent councils) and operates under the Local Government Act 1993 (NSW). The governing body is a board of nine members, comprising councillors from each of the constituent councils.

Two storey childcare centre determination review
Council has approved a two-storey childcare centre with car-parking, landscaping and fencing at 32 Halloran Street in Turvey Park subject to conditions.
The application sought a review of determination after the original application for the childcare centre was refused by Council on 8 May 2023.
The review application was publicly advertised and notified to adjoining and nearby property owners for a period of 14 days. A total of 20 submissions were received in objection to the development.

Development control plan amendment for enterprise corridor zone
Council has endorsed an amendment to the Wagga Wagga Development Control Plan (WWDCP) applying to an Enterprise Corridor Zone in East Wagga Wagga. The zone incorporates land along the Sturt Highway, between Tasman Road and Gumly Gumly, known as Precinct 7 in the DCP.

Proposed development control plan amendment
Council has endorsed placing a draft amendment to the WWDCP 2010 on public exhibition.
The goal of the amendment is to ensure the WWDCP 2010 remains a contemporary and usable document, while the new, comprehensive Development Control Plan for Wagga Wagga is prepared.
The draft amendment will be on public exhibition for a period of 28 days from 27 October 2023 and public submissions are invited until November 2023.
RP-3 WAGGA WAGGA DEVELOPMENT CONTROL PLAN 2010 AMENDMENT 27 - ADMINISTRATIVE AND POLICY POSITION REVIEW
Planning proposal to rezone and reclassify land in Tolland
Council has opted to defer a planning proposal to amend the Wagga Wagga Local Environmental Plan 2010 and to request a Gateway Determination from NSW Department of Planning, Industry & Environment before placing it on public exhibition.
The Planning Proposal seeks to rezone land located on Bowen Place and Boyd Place in Tolland from RE1 Public Recreation to R1 General Residential and reclassify the land from community land to operational land.

Council has endorsed a report considering the impact of Airbnb and other short stay models have on rental markets, affordability, and housing shortages.

Dedication of land at Boorooma for road widening
Council endorsed proceeding with dedicating a small portion of community land for road widening purposes at Trumper Street, Boorooma, to facilitate development of adjoining land.

Financial performance to 30 September 2023
Council endorsed the financial performance report for the 2023/24 budget and Long-Term Financial Plan which details Council’s external investments and performance as at 30 September 2023.
Some notable proposed Operating and Capital Budget Variations for 30 September 2023 which affect the current 2023/24 financial year are listed below:
Glass Gallery Lift Control Upgrade - $70,000 from Council’s Buildings Reserve for the urgent upgrade of the Glass Gallery Lift Controls, which is required due to the lift failing and being out of use until the upgrade is completed.
Narrung & Billagha Street Upgrade - $250,000 from Council’s Sewer Reserve to help complete roadworks on the renewal of the Narrung and Billagha Street pavements, to a suitable standard.
Lord Baden Powell Drive Redevelopment - $130,000 from Council’s Stormwater Reserve for the installation of additional stormwater along the northern kerb of Kurrajong disability services was required to efficiently discharge to the existing stormwater system.
RP-7 FINANCIAL PERFORMANCE REPORT AS AT 30 SEPTEMBER 2023
Requests for financial assistance
Council has endorsed the following requests for financial assistance:
- Scouts NSW – requested a partial waiver of Annual Fire Safety Statement Fees from 2016-2019 - $178.20.
- St Aidan’s Presbyterian Church – requested a fee waiver for the hire of Wollundry Lagoon Precinct and the Civic Theatre toilets - $155.
- Demonstration Gardens Wagga Wagga – requested a waiver of the annual licence fee for Service Level Agreement to license the land its garden sits on - $800.
- Wagga Historic Engine Club Inc - requested a waiver of the Annual Licence Fee for its facility on Willans Hill - $800. It has recommended advising both the Demonstration Gardens Wagga Wagga and the Wagga Historic Engine Club Inc that the licence fee charge will be payable in future financial years.

Councillor representatives appointed due to resignation
The following Wagga Wagga City Councillors have been elected to the representative roles on
a number of Committees and one conference, left vacant following the resignation of
Councillor Dan Hayes, effective from 20 October 2023:
- Councillor Richard Foley to the Local Traffic Committee
- Councillor Jenny McKinnon to the General Manager’s Performance Review Committee
- Councillor Amelia Parkins to the Airport Advisory Committee
- Councillor Rod Kendall as an alternate to the New South Wales Public Libraries
Association (NSWPLA), and to attend the NSWPLA SWITCH 2023 Conference and Annual General Meeting.

Draft Public Interest Disclosure Policy on public exhibition
Council placed the draft Public Interest Disclosure Policy (POL 097) on public exhibition 28 days from 27 October 2023 to 23 November 2023, with a 42-day submission period. Submissions from the public are invited until 7 December 2023.

Council Meeting dates
Council endorsed the schedule of Ordinary Council meetings for 2024.
The dates for the period January 2024 to December 2024 are based on the second and fourth Monday of the month but have a number of exceptions.
These include the 2024 Local Government (General) Election, to be held on 14 September 2024, and the Caretaker period commencing on 16 August 2024.

Geotechnical testing services
Council has resolved to enter into a contract for provision of geotechnical testing services with Aitken Rowe Testing Laboratories Pty Limited and DM McMahon Pty Ltd.
