Council to submit motion on Burrinjuck Dam at the 2023 Local Government NSW Annual Conference
Council has endorsed submitting an additional notice of motion to the 2023 Local Government NSW Annual Conference. The notice of motion would request that LGNSW advocate to the NSW Government to investigate the viability of an upgrade of the Burrinjuck Dam.

Alterations & additions to existing residential care facility
Council endorsed the approval of development application DA23/0389 for Staged Alterations and Additions to the existing Residential Care Facility at 6 Lewisham Avenue, Wagga Wagga, subject to conditions.

Petition regarding Lake Albert
Council received a community petition from 751 signatories received on 13 September 2023. The petition is requesting that Council respond to questions regarding Lake Albert.
As per Council’s Petition Policy (POL 086) a request can be made to Council seeking action or special consideration of a particular matter that Council is authorised to determine, which is signed by at least ten different residents / ratepayers / interest parties from at least 10 different addresses.
Responses to the questions asked within the petition were published in a report presented to Council. Copies of the responses will be provided to the petition owner for provision to the signatories of the petition.
RP-2 PETITION - LAKE ALBERT WATER
Council received petition requesting removal of book from City Library collection
Council received a petition from 160 signatories received on 28 September 2023 requesting the removal of a book from Wagga Wagga City Library.
Council noted the current resolution of Council and its relevance to the library’s operations and requested that staff advise the petition contact person of Council’s determination in line with Council’s Petition Policy (POL 086).
RP-3 PETITION REQUEST FOR REMOVAL OF BOOK FROM LIBRARY COLLECTION
Vacancy in Civic Office
Council has voted to submit an application for the Minister for Local Government requesting the vacancy left on Council through the resignation of Councillor Dan Hayes not be filled until the next NSW Local Government Election, being less than 12 months away (14 September 2024) as detailed under section 294 of the Local Government Act (NSW).
Cr Hayes has submitted his resignation from Council, effective from 20 October 2023. The Minister may, on the application of the Council, order that the vacancy not be filled or order the holding on a stated day of a by-election to fill the vacancy. Councillor Hayes currently holds the following positions on panels and committees:
- Airport Advisory Committee
- General Manager’s Performance Review Committee
- Local Traffic Committee
- Southern Regional Planning Panel (alternate member)
- Riverina Water County Council
A further report will be provided to the 23 October 2023 Council Meeting to fill vacancies left as a result of the resignation.
RP-4 VACANCY IN CIVIC OFFICE
Management plan for our arboreal mammals adopted
Council has adopted the Arboreal Mammal Management Plan, which aims to protect, enhance, and increase the targeted habitat of tree-dwelling (arboreal) mammals to help increase their population numbers in our local government area.
The 10-year planning document was identified as an action from Council’s Biodiversity Strategy: Maldhangilanha 2020-2030.
RP-6 ARBOREAL MAMMAL MANAGEMENT PLAN
Naming our roads and suburbs policy
Council has adopted the ‘Road and Suburb Naming’ Policy, which includes a proposal to name some of the streets in the Wagga Wagga Special Activation Precinct (SAP) after those killed or injured in the Kapooka Tragedy in 1945.

Water Management Conference 2023
Council has received a report from the Councillor Amelia Parkins who attend the Local Government NSW Water Management Conference in Parkes from 26 – 28 June 2023 as Council’s delegate.
The conference included several panel discussions: A Water Workforce for the Future, Managing drinking water during disasters; and Net Zero Councils – Sewerage and water treatment toolkit.

Contract for removal and processing of biosolids
Council approved the recommendation to accept the offer of the Trustee for the Bannatyne Family Trust for the removal and processing of biosolids from Narrung Street Treatment Works and Kooringal Treatment Works as per EPA guidelines.

Remediation of former Wiradjuri Landfill site in Narrung Street
Council has endorsed an open tender process for the remediation works at the former Wiradjuri Landfill site is located in Narrung Street, which has been subject to ongoing monitoring since its closure in the 1980s.
Residents were notified in August 2021 that Council was required to close off the public space adjacent to Galing Place, as soil test results indicated some areas of the former landfill site contained metals (buried beneath the soil).

Elite sporting event opportunity
Council has endorsed entering into an agreement to host an elite sporting event in the city in early 2024.
