Notice of Motion – Addressing illegal & dangerous motorcycle activity.
Councillor Foley submitted a notice of motion seeking to combat illegal motorcycle activity in Wagga Wagga.
Council acknowledged the growing community concern regarding the unlawful operation of unregistered motorcycles and resolved to receive a further report that will outline what Council can do through enforcement, physical deterrents, legislative measures and funding opportunities.
Council will receive the report within six months.
NOM-1 ADDRESSING ILLEGAL & DANGEROUS MOTORCYCLE ACTIVITY IN WAGGA WAGGA
Planning proposal – southern growth area
Council approved the Planning Proposal LEP24/0003 to rezone land in Zone 1 of the Southern Growth Area (SGA).
The proposal seeks to establish a new community consisting of circa 2,900 dwellings that will be supported by enabling infrastructure and services.

Petition for reticulated gas in new subdivisions
Councilreceived and notedthe petition received on 6 March 2025 requesting that Council consider allowing new residential subdivisions to proceed without reticulated gas.
The petition had 198 signatories.
Council will receive a further report in response to the petition at a later date to address the specific request.
RP-2 PETITION - RETICULATED GAS IN NEW SUBDIVISIONS
Financial performance report
Council approved the proposed 2024/25 budget variations for the month ending 28 February 2025 and noted the balanced budget position as presented in the report.
The proposed budget variations include:
- $96,000 from NSW State Reconstruction Authority Grant for the Resilient Response – Flood Equipment & Volunteer Training Project.
- $50,000 from the Buildings Reserve to replace the roof at the Currawarna Community Centre.
- $100,000 from the Sewer Reserve for the construction of a new Plant Shed at the Narrung Street Sewer Treatment Works.
Council also approved the proposed budget variations to the 2024/25 Long Term Financial Plan Capital Works Program including new projects and timing adjustments.
RP-3 FINANCIAL PERFORMANCE REPORT AS AT 28 FEBRUARY 2025
Wagga Wagga Destination Management Plan 2025-2034
Council received and noted the submissions received during the public exhibition of the draft Wagga Wagga Destination Management Plan 2025-2034 and also adopted the plan.
The Plan is a 10-year strategic framework to foster the growth of a robust visitor economy in the Wagga Wagga Local Government Area that also has flow on benefits to the surrounding region.
After the first round of extensive consultation the draft Plan was placed on public exhibition for 79 days with 184 submissions received.
RP-4 WAGGA WAGGA DESTINATION MANAGEMENT PLAN 2025-2034
Energy upgrades at Oasis Aquatic Centre
Wagga Wagga City Council has been successful in securing $2.5 million in funding through the Community Energy Upgrades Fund from the Australian Government Department of Industry, Science and Resources.
Council approved to enter into a funding agreement with the Australian Government for the development and construction of the Oasis Regional Aquatic Centre Energy Efficiency Upgrades.
The Community Energy Upgrade project has been in planning for many years and was initially identified during the development of Council’s Corporate Net Zero plan.
This plan will see the replacement of pool and air heating systems with electric heat pumps as well as upgrades to the facilities building management systems and electronic control valves.
RP-5 COMMUNITY ENERGY UPGRADES FUND (CEUF) – OASIS REGIONAL AQUATIC CENTRE
Expression of interests for café and canteen sites
Council endorsed to undertake an Expression of Interest campaign in relation to the canteen at the Livestock Marketing Centre and the café at the Wagga Wagga Airport.
Council will receive a further report from Council staff at the completion of the expression of interest campaigns detailing: the applicants and assessment against selection criteria, and a recommendation as to a preferred applicant (if any).
CONF-2 EXPRESSION OF INTEREST - CAFE/CANTEEN SITES
Additional request for Marshalls Creek Bridge upgrade
Council approved to negotiate with Transport for NSW to enter into a license agreement in relation to 82 Hammond Avenue, East Wagga Wagga, for the use of land associated with the upgrade of Marshall’s Creek Bridge.
Transport for NSW have advised that they require access to this Lot to support the temporary relocation of the cycling and pedestrian path for the duration of the Marshall’s Creek Bridge Replacement project.
CONF-3 ADDITIONAL REQUEST FOR LICENCE OF COUNCIL LAND TO FACILITATE MARSHALLS CREEK BRIDGE UPGRADE
Forest Hill link construction
Council endorsed the completion of all outstanding works required to complete Stage 1 of the Active Travel Project, inclusive of:
- Construction of the Forest Hill link
- Construction of intersection treatments and line marking within Beckwith Street
- Line marking along The Esplanade
- Construction of an Active Travel Path along Brookong Avenue and Edward Street to connect Cassidy’s Bridge to Murray Street
- On-street line marking along Trevor Street, Coleman Street, Norman, and the Bourke Street eastern service road
Council also endorsed the completion of stormwater infrastructure renewal works in Brookong Avenue.
Council agreed to accept a tender for the construction of the Active Travel Plan Stage 1 Forest Hill Link for the lump sum price of $1,919,820.00 excluding GST.

Deed of agreement for road funding
Council approved entering into a Deed with NSW Electricity Networks Operations Pty Ltd (Transgrid) in relation to the upgrade of Mates Gully Road, Tarcutta, to facilitate delivery of the HumeLink Project.
Transgrid will provide Council with $3,784,000 to upgrade and maintain 6,160m of Mates Gully Road between Coreinbob Road and the HumeLink Joint Venture camp.
