Mayoral election: Crs Conkey and Tout re-elected
Council tonight conducted an election for the Mayor and Deputy Mayor.
Cr Greg Conkey was re-elected the Mayor and will hold office for one year until the next Mayoral election in September 2021, following the next ordinary local government elections.
Cr Dallas Tout was re-elected Deputy Mayor.
Cr Tim Koschel was the only other councillor nominated for both positions. The successful vote for Mayor and Deputy Mayor was 5-4.
Cr Conkey said after his re-election that Council had faced some challenging times in the past four years, but none greater than the past six months during the pandemic.
“On the bright side, we have an extremely exciting 12 months ahead,” he said.
“There is some significant development happening across this great city which will benefit business and industry, along with residents and visitors alike.
“Projects such as the intermodal hub, Special Activation Precinct, the active travel shared pathways, the multi-sport cycling complex at Pomingalarna and the redevelopment of the Botanic Gardens and museum sites highlight some of the great progress being made in the city.”

Report to focus on City Brand
Council has agreed to receive a report into the use of the adopted City Brand.
The report will outline the original budget and intent for implementation of the adopted City Brand, Council’s investment in rolling out the brand, and Council’s current use of the City Brand.
It will also include any recommended actions to strengthen the use and organisational compliance of the City Brand.

Referendum for popularly elected mayor
Council has resolved to conduct a referendum at the next council election for a popularly elected Mayor.
Council will now receive a further report with details of the process along with the relevant wording to be used to conduct the referendum at the September 2021 election.

Mayor presents MDA report
Council received a report from Cr Greg Conkey following his online attendance at the Murray Darling Association’s 76th National Conference and AGM.
A number of motions were passed at the conference including:
* Calling on the Federal Minister for Agriculture and the National Farmers Federation to collaborate with strategic partners in the development of an integrated Agricultural and Agribusiness Plan for the Murray Darling Basin;
* Stressing MDA does not support further buybacks of water;
* Advocating for increased incentives for farmers and their communities to implement carbon neutral strategies;
* Requesting Basin officials to establish and maintain consistent and equitable metering and measuring of extraction across all states and regions;
* Calling for national investment to upgrade the barrages to enhance efficient water management.

Central Wagga indoor pool approved
Council has approved a development application for an indoor recreation facility (indoor pool) to be developed at 51 Trail Street.
The application includes alterations and additions to the existing premises, which will be the location of a “boutique style” learn to swim school and hydrotherapy facility
The DA is subject to the conditions outlined in the Section 4.15 Assessment Report.
The application was referred to Council as it proposed to vary a numerical control by more than 10%, and an objection was received in relation to the matter to which the control relates.
RP-1 DA20/0310 - INDOOR RECREATION FACILITY (INDOOR POOL), INCLUDING ALTERATIONS AND ADDITIONS TO EXISTING PREMISES, AT 51 TRAIL STREET, WAGGA WAGGA NSW 2650
Tatton subdivision Concept DA approved
Council has approved a concept development application to subdivide land into 37 residential lots on Plumpton Road.
It also approved the detailed (Stage 1) proposal for the subdivision of 31 residential lots and associated infrastructure, the demolition of an existing dwelling and outbuildings, earthworks and a proposed exhibition home at 52 Plumpton Road, Tatton.
The application is subject to conditions outlined in the attached Section 4.15 Assessment Report.
It was referred to Council under Section 1.11 of the Wagga Wagga Development Control Plan 2010 (DCP) as more than 10 submissions were received in objection.
RP-2 DA19/0649 - CONCEPT DEVELOPMENT APPLICATION TO SUBDIVIDE LAND INTO 37 RESIDENTIAL LOTS. DETAILED (STAGE 1) PROPOSAL FOR 31 RESIDENTIAL LOTS AND ASSOCIATED INFRASTRUCTURE, DEMOLITION OF EXISTING DWELLING AND OUTBUILDINGS, EARTHWORKS AND PROPOSED EXHIBITION HOME AT 52 PLUMPTON ROAD, TATTON, NSW 2650
Wollundry Ave DA approved
Council has resolved to approve a development application for alterations and additions, including rear extension and detached outbuilding with secondary dwelling above, at 21 Wollundry Avenue Wagga Wagga.
The application is subject to conditions outlined in the Section 4.15 Assessment Report.
It was referred to Council under Section 1.11 of the Wagga Wagga Development Control Plan 2010 (DCP) as 10 submissions in the form of objections were received.
A motion to reject the application was lost, with councillors then voting 5-4 in favour of the recommendation.
RP-3 DA20/0062 - ALTERATIONS AND ADDITIONS INCLUDING REAR EXTENSION AND DETACHED OUTBUILDING WITH SECONDARY DWELLING ABOVE AT 21 WOLLUNDRY AVENUE, WAGGA WAGGA, LOT 1 DP 543802
Spring Street DA approved
Council has approved a development application for alterations to an existing attached one-bedroom dwellings and an additional dwelling to the rear, at 47 Spring Street, Wagga.
The application is subject to conditions outlined in the Section 4.15 Assessment Report.
It was referred to Council under Section 1.11 of the Wagga Wagga Development Control Plan 2010 (DCP) as the application was for multi-dwelling development and proposed to vary a numerical control by more than 10%.
RP-4 DA20/0348 - 47 SPRING STREET WAGGA WAGGA, LOT 1 DP 421513 AND LOT 1 DP 502818 - ALTERATIONS TO THE EXISTING DUAL OCCUPANCY AND CONSTRUCTION OF AN ADDITIONAL DWELLING.
Planning proposal for minimum lot sizes
Council has agreed to adopt planning proposal LEP19/0004 to amend the Wagga Wagga Local Environmental Plan 2010. This allows for a reduction in minimum lot sizes from 2000sqm to 1400sqm for various lots on Plumpton Road, Brindabella Drive and Belmore Place in Springvale and Tatton.
Council received a Gateway Determination from the NSW Department of Planning, Industry and Environment on 19 November 2019 to proceed with the planning proposal subject to public exhibition and agency consultation.
RP-5 PLANNING PROPOSAL (LEP19/0004) TO AMEND THE MINIMUM LOT SIZE PROVISIONS FOR LAND LOCATED ON PLUMPTON ROAD AND BRINDABELLA DRIVE, TATTON
Report’s focus on confidential information
Council received a report from General Manager Peter Thompson on the leaking of confidential information from workshops and meetings.
The request for the report came at the 13 July 2020 Ordinary Meeting.
It was resolved to continue to lobby the NSW Government on the lack of effectiveness of the current Code of Conduct.
RP-6 RESPONSE TO NOTICE OF MOTION - COUNCIL INFORMATION
Social disadvantage areas identified
Council received a report prepared in response to a Notice of Motion requesting information on the identification of areas within the Local Government Area that have high levels of social and community disadvantage.
The report outlines options for Council to reduce social and community disadvantage within identified areas.
Council resolved to endorse the table of focus area actions as outlined in the report, which can be viewed in full on Council’s website, as per the 28 September Ordinary Meeting business papers, at: meetings.wagga.nsw.gov.au
RP-7 RESPONSE TO NOTICE OF MOTION - DECREASING SOCIAL AND COMMUNITY DISADVANTAGE
Financial performance report
Council continues to forecast a $4.3M deficit budget position for the 2020/21 budget year (as at 31 July 2020) due to the estimated financial impact the COVID-19 pandemic is having on many businesses, with local councils not immune to the pandemic.
Whilst the likely impact on Council’s 2019/20 budget was anticipated to be in the vicinity of a $1.7M deficit position originally reported to Council at the 25 May 2020 Council meeting, as reported at the 27 July 2020 Council meeting, there are indications that the deficit may not be as significant in some areas.
The final financial result will be presented to Council later in the year as part of the 2019/20 audited financial statements.

- Riding for the Disabled (NSW) $213.98.
- Booranga Writers Centre $3,500.
RP-9 SECTION 356 REQUESTS FOR FINANCIAL ASSISTANCE
LMC fee amendment
Council has adopted an amended fee for 2020/21 for the Livestock Marketing Centre.
The cattle buyer delivery fee will increase by 5 cents to $2.45. No submissions were received during the public exhibition period.

Amendments to WHS Policy
Amendments have been made to the draft Work Health and Safety Policy (POL 080) which Council has endorsed.
A scheduled review of Council’s policy has been undertaken, aligning it with the recent change of Standard from AS/NZS 4801 Occupational Health and Safety Management Systems to ISO 45001 Occupation Health and Safety Management Systems.
A further report will come back to Council after a public exhibition period.

Vegetation and grounds services
Council has agreed to enter into a contract with a number of tenderers for roadside vegetation management and grounds maintenance services. The services required are grounds maintenance, mowing and roadside vegetation slashing as well as the application of chemical to control growth.
The panel of 10 allows Council to access a contractor for specific services, and also ensures availability across a range of services.

Rent concessions approved
Council has agreed to provide rent relief provisions to tenants affected by the COVID-19 pandemic. These tenants did not fit within the classes of tenants previously identified for assistance.
