Notice of Motion on Endo Enlightenment Program

Council has endorsed receiving a report identifying opportunities for Council to participate in Endometriosis Australia’s Endo Enlightened campaign, including suitable locations for a display of yellow lights across the month of March 2024.

The report will also provide a strategic approach to guide how Council can support other organisations to generate awareness in the future.

Council will provide a workshop to Councillors to identify options for upgrades or installation of base infrastructure to facilitate future support of organisations seeking to raise awareness by lighting up a building or tree or space a particular colour, and potentially develop a calendar of events.

Application to modify a Development Consent for Service Station

Council resolved to approve DA22/0346.01, to modify Development Consent for a service station and two lot subdivision in Hammond Avenue, including modifications to the canopy, shop floorplan and site layout, and a change to the timing of the condition which requires certain plans to be signed off by Transport for NSW for works in the road reserve

Community Net Zero Emissions 2050 Roadmap

Council adopted the draft Community Net Zero Emissions 2050 Roadmap, which outlines how the Community can look to achieve the endorsed NSW targets of net zero emissions by 2050, and what Council’s role in this would be.

The document is not a policy or a basis for consideration for future fees, charges or planning documents, rather it is a guide only.

Council noted the 121 submissions (116 surveys and 5 direct emails) that were received from a wide range of community members during the public exhibition period for the draft policy from 21 July 2023 and invite public submissions until 31 August 2023.

RP-2 COMMUNITY NZE 2050 ROADMAP

Financial performance report to 31 October 2023

Council endorsed the financial performance report for the 2023/24 budget and Long-Term Financial Plan which details Council’s external investments and performance as at 31 October 2023.

Some notable proposed Operating and Capital Budget Variations for 31 October 2023 which affect the current 2023/24 financial year are listed below:

Gregadoo Waste Management Centre Monocell Income & Expenditure Budgets – The cost of and income from a new monocell at GWMC has been removed due to a change in the circumstances of the cell. This financial adjustment in the budget reflects a delay to the business coming online.

Sewer Line Rapid Assessment Tool & High-Definition Pole Camera Purchase - Funds are required for the purchase of Sewer Line Rapid Assessment Tools (SL RAT) and a High Definition (HD) Pole Camera to improve the operational efficiency of the Sewer Division. The SL RAT is a highly portable onsite assessment tool that provides a sewer line blockage assessment in less than three minutes. The unit will assist with the Sewer Strategic Planning for renewals and the rehabilitation program. It is proposed to fund the Budget Variation from the Sewer Reserve.

NSW Natural Disaster Funding - $3,034,000 from Transport for NSW under the Emergency Works, Immediate Reconstruction Works and Essential Public Asset Reconstruction Works programs for the NSW flooding events from 14 September 2022 onwards.

LMC Cattle Delivery Yard Rehabilitation - $400,000 from Council’s LMC Reserve for a complete removal and reinstatement of the top section of the dirt cattle yards to provide adequate drainage and surface finish and ensure the area for sold cattle to be delivered meets WHS and Animal Welfare standards.

RP-3 FINANCIAL PERFORMANCE REPORT AS AT 31 OCTOBER 2023

Assignment of sublease for light aircraft hangar at Airport

Council approved the assignment of the sublease of Hangar 11 at Site 7 in the Light Aircraft Precinct at the Wagga Wagga Airport from its current sub-lessees to Formation Constructions Pty Limited.

Contract for Jim Elphick Tennis Centre demolition

Council resolved to decline all tenders for the design and construction of the Jim Elphick Tennis Centre at Bolton Park and instead authorise the General Manager or their delegate to enter into negotiations for its design and construction.

Council noted the reason for not inviting fresh tenders is that it is expected negotiation with current tenderers will provide a satisfactory outcome to delivering the project.

CONF-2 RFT2023-27 BOLTON PARK SPORTING PRECINCT D&C TENNIS COURTS AND CLUBHOUSE

Container Deposit Scheme refund sharing arrangement

Council resolved to delegate authority to the General Manager or their delegate to extend the Refund Sharing Agreement with Kurrajong Waratah for the period beginning 1 January 2024 and ceasing 2 April 2025.

CONF-3 CONTAINER DEPOSIT SCHEME (CDS) - REFUND SHARING ARRANGEMENT

$4.5 million road works contract

Council resolved to enter into a $4.446 million contract with Complete Road Seal (CRS) for the asphalt and associated road stabilisation works.

The works will include sections of Kooringal Road, Copland Street, Morgan Street, Forsyth Street and Johnston Street, as well as the length of Church Street and Cross Street.
