Notice of Motion – Ruling Out Nuclear for Wagga

Councillor McKinnon submitted a notice of motion requesting the Mayor write to the Hon. Mr Wes Fang, MLC, to seek an explanation as to why he has nominated Wagga as a site for a nuclear power plant.

The motion was lost.

NOM-1 NOTICE OF MOTION – RULING OUT NUCLEAR FOR WAGGA

Draft Civic Theatre – Performing Arts Masterplan

Council has endorsed the draft Civic Theatre – Performing Arts Masterplan and has approved pursuing future funding opportunities, for the continued detailed planning and design of this project, as they arise.

Council also noted all submissions and feedback received when the Plan was on public exhibition for 28 days from 12 April to 10 May 2024. During the exhibition period, 242 submissions were received. Of those submissions, 231 have been categorised as supportive, and 11 as non-supportive.

Any future funding of the Masterplan will be subject to a future report for Council consideration.

RP-1 DRAFT CIVIC THEATRE - PERFORMING ARTS MASTERPLAN

On-Site Sewage Management Plan 2024-2028

Council adopted the On-Site Sewage Management Plan 2024-2028, provides a consistent approach for regulating On-Site Sewage Management Systems across the Local Government Area.

Council also noted there were no submissions received during the public exhibition period for the draft, from 12 April 2024 to 10 May 2024.

RP-2 ON-SITE SEWAGE MANAGEMENT PLAN 2024-2028

Amendment to include the SP1 Zone in Wagga Wagga LEP 2010

Council adopted the inclusion of the SP1 – Special Activities zone in the Wagga Wagga Local Environmental Plan 2010 land use table, via a section 3.22 expedited amendment.

The SP1 – Special Activities zone is applied to special land uses that are not provided for in other zones. In Wagga Wagga, it applies to approximately 30 lots, which form land uses such as the Monumental and Lawn Cemeteries, and Gregadoo Waste Management Centre.

RP-3 SECTION 3.22 AMENDMENT - INCLUSION OF THE SP1 ZONE IN WAGGA WAGGA LEP 2010

Successful application for NSW Accelerated Infrastructure Fund grants

Council did not have a quorum to consider the report on accepting the funding offer of $70.79 million of grant funding through the NSW Government’s Accelerated Infrastructure Fund – Round 3. It will be deferred until the next available meeting of Council.

RP-4 NSW ACCELERATED INFRASTRUCTURE FUND – SUCCESSFUL APPLICATION

Renewal of community, cultural and sporting leases and licences

Council endorsed delegating authority to the General Manager or their delegate to negotiate and execute renewal of lease and licence agreements with sporting, cultural and community associations who occupy Council land and/or buildings which are due to expire during the 2024/25 financial year.

The associations include the Wagga & Bidgee District Pony Club, South Wagga Tennis Club, Mangoplah Cookardinia United-Eastlakes Football Club, Bidgee Dragons, Association of Riverina Cultural Clubs, The Wagga Wagga Women’s Shed, and Wagga Triants Triathlon Club.

RP-5 RENEWAL OF COMMUNITY, CULTURAL AND SPORTING LEASES AND LICENCES FOR THE 2024/25 FINANCIAL YEAR

Community licence renewal and extension of licence area at Uranquinty

Council endorsed entering into a new community licence agreement and extend the current licence area licensed by The Quinty Men’s Shed Incorporated over land located at 80 Connorton Street, Uranquinty.

RP-6 COMMUNITY LICENCE RENEWAL AND EXTENSION OF LICENCE AREA - PART 80 CONNORTON STREET, URANQUINTY

Wagga Cricket Ground Masterplan to be placed on public exhibition

Council endorsed placing the draft Wagga Cricket Ground Concept Masterplan on public exhibition for a period of 30 days from 14 June to 14 July 2024 and invite submissions until 21 July 2024.

It is intended the masterplan serves as a long-term strategic document, developed to guide future works by ensuring they are completed in line with identified priorities derived from stakeholder and community consultation.

A key consideration of the Masterplan was the removal of the cycling track from around the oval which had previously been identified for removal once the Wagga Wagga Multisport Cycling Complex was constructed at Pomingalarna Reserve.

Initial high level in-house costings of the project estimate the total cost of implementing the Masterplan to be in excess of $4.2 million. Currently, there is no allocated funding for Wagga Cricket Ground projects within the Council's Long Term Financial Plan.

Following the public exhibition period, Council will receive a further report addressing any submissions received in respect of the Wagga Cricket Ground Masterplan.

RP-7 WAGGA CRICKET GROUND CONCEPT MASTERPLAN

Councillor appointed to Audit, Risk and Improvement Committee

Council has appointed Councillor Henderson as a non-voting member and Councillor Foley as an alternate non-voting member on the Audit, Risk and Improvement Committee for the remainder of the Council term.

Under amendments to the Local Government (General) Regulation 2021 and enforcement of the Risk Management and Internal Audit for Local Government in NSW Guidelines that come into effect from 1 July 2024, Council’s current Councillor membership will expire on 30 June 2024.

RP-8 AUDIT, RISK AND IMPROVEMENT COMMITTEE MEMBERSHIP

Council to join RAMJO as an associate member

Council endorsed becoming an associate member of the Riverina and Murray Joint Organisation (RAMJO).

There is no fee as an Associate Member and Council will participate in a non-voting capacity at board meetings, General Managers Advisory Committee meetings, sub-committees, working groups, events, programs etc.

The RAMJO region covers an area of over 80,000 square kilometres and has a population of 152,909 people.

Proposed sub-lease renewal with World Fuel Services for Wagga Wagga Airport site

Council did not have a quorum to consider the confidential report on the proposed sub-lease renewal with World Fuel Services (Australia) Pty Ltd for Site 232, Wagga Wagga Airport. It will be deferred until the next available meeting of Council.

Electrical easement over LOT 3 DP 1261450 Farrer Road, Boorooma

Council has endorsed granting of an easement for electrical purposes for the benefit of Essential Energy over Lot 3 DP 1261450 – Council owned land adjacent to Farrer Road, Boorooma.

Council also authorised the General Manager or delegate to do all things required to dedicate Lots 3 and 4 in Deposited Plan 1261450 for road purposes pursuant to Section 10 of the Roads Act 1993.

CONF-2 CONSENT TO REGISTRATION OF ELECTRICAL EASEMENT OVER LOT 3 DP 1261450 - FARRER ROAD, CHARLES STURT UNIVERSITY

Wagga Wagga to host pre-season NRLW trail match

Council endorsed entering into a Memorandum of Understanding with Canberra Raiders to host a pre-season NRLW trial game in Wagga Wagga on Saturday 6 July 2024 at McDonalds Park.

Staff have been in consultation with Canberra Raiders regarding bringing new elite Rugby League content to the city in lieu of a National Rugby League premiership match in 2024.

Following these discussions, Canberra Raiders approached Council to host a NRLW pre-season trial match against Newcastle Knights, who are defending premiers, in the city in July.
